Driving licences and registration certificates get more expensive from 15 September 2026. The new fees
Fees for issuing a driving licence, a registration certificate and a temporary circulation permit rise from 15 September 2026. The information was published by the territorial driving-licence and registration services within prefectures, based on a communication from the General Directorate for Driving Licences and Vehicle Registration (DGPCI).
A driving licence will cost 139 lei, 50 lei more than the 89 lei fee applied before the change. For the registration certificate, also known as the talon, the new fee is 76 lei, up from 49 lei. The temporary circulation permit will cost 25 lei, instead of 13 lei.

The increase is about 56% for the licence, 55% for the registration certificate and 92% for the temporary permit. The fees cover document issuance and do not include other costs that can arise in a registration procedure, such as number plates, technical inspections or compulsory insurance.
What happens to fees paid before 15 September
Payments made at the old rates and unused before the new amounts take effect will no longer be usable after 15 September 2026. The authorities say the money can be refunded by R.A.-A.P.P.S., on the basis of a request from the person who made the payment.
There is an exception for driving-test candidates. If the examination file for obtaining a licence was registered by 15 September, the fee paid earlier remains valid for the entire validity period of the file. The candidate does not have to pay the difference merely because the exam takes place after the fee-change date.
In other situations, people who have already paid but have not submitted or completed the application must check whether the payment was used before the deadline. An old receipt left unused on 15 September cannot later be presented to obtain the document at the new fee.
How the fees can be paid
The fees for the three documents, as well as those for registration plates, can be paid through the Ghișeul.ro platform or at SelfPay terminals. Depending on the service requested, other payment methods communicated by the competent county service are also available.
Before paying, it is useful to check the procedure published by the prefecture of the county where the application will be filed. Appointments, required documents and the document circuit can differ by operation: issuing a licence, exchanging one, a duplicate, registration, transfer of ownership or a temporary permit.
What issuing the documents will cost in practice
For a person who only requests a new licence, the document cost will be 139 lei. When registering a car, the certificate will cost 76 lei, plus registration plates separately and, if applicable, the fee for a preferred combination.
The 25 lei temporary permit is the document for temporary circulation. It should not be confused with the price of temporary plates or with the other documents required for the operation.
