The list of 145 CNAIR systems that display speed. Where they are and why they do not issue fines

Systems that measure speed and show the driver the recorded value, accompanied by a green or red symbol, have appeared on several national roads in Romania. Although they are often called “fixed radars”, this equipment is meant for traffic calming and should not be confused with devices used by the Traffic Police to record and sanction exceeding the legal speed limit.

The CNAIR project comprises 145 systems. According to information released by the company and published by ProMotor on 1 September 2026, 138 were installed, and the remainder were to be fitted later. The list below shows the localities and kilometre intervals from the project document; it is not confirmation that every position is already operational at this moment.

These panels measure speed, but they do not automatically send fines

Such a system can include a red asphalt surface, rumble strips, sensors that detect speed and an LED panel. If the car is travelling within the legal limit, the display shows the measured value and a green symbol. When the limit is exceeded, the symbol turns red.

CNAIR has stated that data recorded by this equipment is not transmitted to the Police. Simply driving too fast past the panel therefore does not automatically generate a fine. The driver can still be sanctioned if the offence is recorded separately with an approved device used by the Traffic Police.

The difference from e-SIGUR is important. The Romanian Police explains that TruCAM II devices in e-SIGUR are mounted on a tripod, record traffic, and the images are analysed by officers. After the driver is identified, the sanction can be sent to the home address.

How the kilometre intervals should be read

Figures such as “km 12+862 – 17+900” designate the road sector associated with the locality in the document, not the exact coordinates of each sensor or panel. The list is therefore useful for identifying the areas covered by the project, but it should not be read as a map at pole level.

Whether or not a panel is connected to a sanctioning system, the limit indicated by road signs remains mandatory. The role of the rumble strips, the coloured surface and the display is to prompt a speed reduction before a built-up area or a point of road risk.
